OSCE and Ukraine sign Memorandum on co-operation

Yurii Baulin, Chairperson of Ukraine’s Constitutional Court and Ambassador Madina Jarbussynova, OSCE Project Co-ordinator in Ukraine signed a Memorandum on Co-operation to streamline future joint efforts to strengthen the rule of law, democratic development, promote international standards in the field of human rights and fundamental freedoms. The signing ceremony took place in Kyiv on 16 July 2014. Official web-site of the OSCE writes about this. 

The document is signed for a one year-period with automatic extension for each subsequent year. It outlines the modalities of project assistance, provided by the OSCE to the Constitutional Court. The parties specifically agreed on the need to promote knowledge of international experiences and best practices in protection of human rights and freedoms by bodies of constitutional jurisdiction, provide training of judges and employees of the Court’s Secretariat and support the Court’s institutional and technical capacity.

The Court is the sole authority of constitutional jurisdiction in Ukraine created to review constitutionality of legislation and provide official interpretation of the Constitution of Ukraine and the laws of Ukraine. In previous years, the OSCE Project Co-ordinator helped the Court to study mechanisms of constitutional complaint by citizens, and supported other joint expert events and awareness-raising activities in the rule of law field.
